HDFC Bank, IndusInd Bank: Banking, financial stocks tumble after IRDAI proposal; NIFTY Bank tanks over 1,130 points
On Thursday, September 24, banking and financial stocks plunged after the Insurance Regulatory and Development Authority of India (IRDAI) announced sweeping changes to insurance distribution. The proposals included tighter Expense of Management (EoM) limits and lower commission caps, triggering heavy selling pressure on shares of banking, financial services and insurance companies. Investor sentiment, already dampened by weak global cues and a surge in crude oil prices, soured further as the market reacted to the regulatory shift, causing a sharp decline across the sector.
At 2:21 PM, the NIFTY Bank index fell over 2%, or 1,135.65 points, with 13 of 14 constituents declining. This steep drop was a key factor behind the sharp decline in the benchmark indices on the National Stock Exchange. The fall reflected concerns that the IRDAI proposals would reduce income from bancassurance, a significant revenue stream for many banks that distribute insurance products through their channels, thereby impacting overall profitability.
Jefferies analysts noted that the proposals would be slightly negative for banks’ bancassurance fees, particularly for credit‑protection products sold as single‑premium policies with relatively high commissions. The firm identified IndusInd Bank and IDFC First Bank as having higher exposure, while ICICI Bank and public sector banks were considered at lower risk. Macquarie highlighted that Axis Bank and HDFC Bank could be more affected than SBI, ICICI Bank and Kotak Mahindra Bank, underscoring varied exposure across the sector.
For insurers, the IRDAI plan to recalibrate the EoM framework involves lowering limits to 12.5% for life insurers and 20% for general insurers over five years. The regulator also proposed changes to commission structures, with limits varying by segment, line of business, distribution channel, product complexity and effort involved. HSBC warned that the stringent EoM limits could have wide implications across insurers, brokers and lenders, noting SBI Life as relatively less impacted.
Insurance distributors such as PB Fintech and Turtlemint Fintech Solutions faced a sharper reaction, as the proposed commission cuts—one‑half to one‑third across health, term and motor insurance—directly threatened their distribution economics. Jefferies estimated that a 10% cut in new‑business commission rates could translate into a 10‑12% decline in earnings for these firms, heightening the risk to their profitability and investor confidence.
Individual bank stocks reflected the broader market sentiment: HDFC Bank fell nearly 2% to ₹730.15, Axis Bank dropped over 5% to ₹1,179.90, SBI slipped 1.75% to ₹976.70, and IndusInd Bank tumbled 4.38% to ₹917.30 on the NSE. These movements underscored the market’s concern over the potential impact of the IRDAI proposals on both bancassurance income and insurance distribution revenues, contributing to the overall decline in the NIFTY Bank index.
