SEBI Revises Closing Auction Rules, Stocks Trade Mixed on Oct 16
On Thursday, SEBI issued a circular revising the Closing Auction Session (CAS) framework, setting a 10‑minute auction from 3:30 pm to 3:40 pm on all trading days. Trading in index and stock derivatives will continue until 3:45 pm, except for expiring index derivatives contracts. The revised rules also introduce a Volume‑Weighted Average Price (VWAP) methodology for settling expiring derivatives, calculated from the last 30 minutes of continuous trading. These changes aim to improve transparency and price discovery while ensuring a more orderly closing process.
The new framework will take effect from 7 December 2026, with provisions for transitioning unexecuted limit and iceberg orders into the closing auction starting 8 February 2027. SEBI’s decision followed a review of the existing framework, public comments, recommendations from its Secondary Market Advisory Committee, and discussions with stock exchanges. The changes are expected to benefit derivatives traders, though the direct impact on exchanges and brokers will depend on how trading activity and market participation evolve.
Capital market stocks such as BSE Ltd, National Stock Exchange (NSE), Angel One, Nuvama Wealth Management, HDFC Asset Management Company (HDFC AMC), ICICI Prudential Asset Management Company (ICICI AMC), and Billionbrains Garage Ventures (Groww) were highlighted on Friday, 16 October. These companies are exposed to equity and derivatives trading, making them focal points for the revised CAS rules. The direct effect on their earnings will hinge on changes in trading volume and participation under the new framework.
Morning trade on 16 October saw the NIFTY Capital Markets index down 1.21% at 11:01 am, reflecting broad‑based weakness in capital market stocks. BSE shares fell 2.35%, Angel One declined 3%, and MCX traded 1.7% lower. Among asset management firms, HDFC AMC, ICICI Prudential Asset Management Company, UTI AMC, and Aditya Birla Sun Life AMC were all in the red, while Groww rose 1.45%. The market reaction does not contradict SEBI’s positive outlook for derivatives traders.
Detailed price movements on 16 October included BSE at 3,347.00 (‑2.36%), Angel One at 302.15 (‑3.47%), MCX at 3,157.60 (‑1.83%), HDFC AMC at 2,385.90 (‑1.20%), and NUVAMA at 1,721.10 (+0.23%). Groww closed at 200.71 (+1.38%) and 360ONE at 1,063.70 (‑0.87%). Other listed entities such as CDSL, NAM‑INDIA, MOTILALOS, CAMS, KFINTECH, ANANDRATHI, ABSLAMC, and UTIAMC also recorded modest declines, ranging from ‑0.12% to ‑2.76%.
The revised CAS framework, announced by SEBI, is expected to bring greater clarity to settlement pricing and auction timing. While the immediate market response was mixed, the long‑term effects on trading activity, liquidity, and earnings for exchanges and brokerage firms remain to be seen. Investors and market participants should monitor the implementation dates and assess how the new rules influence their trading strategies.
